All State Miniature Horse and Donkey Club
Our Mission Statement
Our goal is to create responsible ownership of the miniature breeds and to introduce owners to the versatility and fun associated with them. We host shows, clinics, and educational seminars on the ownership, care, and showmanship of the miniature horse and donkey.
Article 0
Defines the ASMHDC By-Laws as of 3/1/2010 supersedes any and all previous By-Laws adopted by the All State Miniature Horse and Donkey Club.
Article 1
There shall be four executive officers whose duties are as follows:
President: Shall be the chief executive of the club and shall preside at all meetings of the club, and has the authority to appoint committees for various recreational or business activities. The president votes only in the event of a tie and is eligible to vote in election of executive officers.
Vice President: Shall be next in line to the president. In the case of absence of the president, one or both shall preside and perform the same duties as the president, having the same authority.
Secretary: Shall keep an accurate record of all proceedings and minutes of all meetings of the ASMHDC, and who shall prepare such reports as required by law, and who shall notify all members of the ASMHDC of any special meetings.
Treasurer: Shall keep an accurate record of all receipts and disbursements, the sources from which received, the bills that have been paid, and to render a monthly statement to the ASMHDC at regular meetings. He/She will be subject to a yearly audit. All checks written for the ASMHDC will require two signatures, one of the treasurer, and the other the president.
Board of Directors: The Board of Directors shall consist of the four executive officers and seven elected board members. Their duties shall be defined as the responsibility of carrying out disciplinary action and uphold all ASMHDC By-laws. ASMHDC board members shall address any and all issues that are detrimental to any ASMHDC member or members. All disciplinary actions shall require a two-thirds vote from all ASMHDC board members to be final. The ASMHDC board of directors shall appoint their own chairperson, secretary, and treasurer. The ASMHDC board appointed secretary and treasurer should assume the responsibilities of the ASMHDC executive secretary and treasurer in the event of their extended absence from their office.
To hold an ASMHDC executive office or board of director’s position, ASMHDC member must attend no less than six ASMHDC meetings in the current year.
Article 2
The regular meeting of the ASMHDC shall be held the first Monday of every month unless otherwise notified by the secretary. The president or chairperson of the board of directors may call special meetings at any time upon which ASMHDC members will receive oral or written notice from the secretary at least 2 days in advance.
Article 3
Anyone wishing to join the ASMHDC must fill out a membership form and have a sponsor, who is member, in good standing, of the All State Miniature Horse and Donkey Club.
Article 4
Dues will be paid by February 1 of each year to insure continued membership. Lapsed members, i.e. those who have not renewed their membership by the February 1 deadline, must submit the original "to join" fee to reinstate their membership in good standing.
Membership dues are as follows:
FAMILY (includes anyone living in the same residence under the age of 18 as of January 1 of that year)
To Join $25.00 Annual dues thereafter: $15.00
SINGLE
To Join $15.00 Annual dues thereafter $10.00
ASMHDC members over the age of 65 who have paid dues to ASMHDC for five years prior to age 65 are entitled to a lifetime membership and are not required to remit annual dues.
ASMHDC members with a single membership shall be able to upgrade to a family membership and be entitled to the family membership renewal fee.
When ASMHDC bestows honorary membership to a member it will only cover members current membership status i.e. family or single.
Article 5
ASMHDC members are expected to respect the rights and property of others and to abide by local, state, and federal laws. If a member is convicted of a felony in any court of competent jurisdiction of a summary, or a misdemeanor in regards to the abuse, neglect, or mistreatment of an animal, said person shall be dismissed from ASMHDC and forfeit all membership rights without further action by the members of the club.
Article 6
All minors (under the age of 18 ) that are ASMHDC members participating in ASMHDC sponsored events on or off club grounds are required to have a parent or guardian accompany them or sign a permission slip designating an attending adult responsible for their participation.
Article 7
Election of ASMHDC executive officers shall be held at the November meeting of each year. Nominations will be made at the October and November meetings and will close immediately prior to the vote for executive officers at the November meeting.
All members must hold membership in the ASMHDC for at least one year before being elected to an executive office.
Any Youth 16 and older has the right to vote at ASMHDC meetings if they join the club under a single membership. If under a family membership, you must be 18 or older to vote.
Article 8
Any individual writing a check to the ASMHDC on an account with insufficient funds will have his/her check writing privileges to ASMHDC suspended for the period of one(1) year, and will also be responsible for payment of any charges to ASMHDC by the bank.
Article 9
Anyone participating in ASMHDC-sponsored events with a horse or donkey is required to submit a copy of a current valid Coggins test (that will be kept on file) for each horse or donkey. Horses or donkeys without a negative Coggins test will not be allowed on the property. All foals will be covered under their dam's negative Coggins test until they are six(6) months old. After six months of age they must have their own negative Coggins test.
Article 10
Any ASMHDC By-Laws contained herein, or any clause, or section of one, or all of them is subject to change, or amendment by the ASMHDC members.
When a change or amendment is desired, it must be put on the floor at a recognized meeting in the form of a motion. If second, and approved by the majority present, it must then be sent in a separate letter to all ASMHDC members, and must have the approval of majority of the ASMHDC membership, in order to be incorporated into the ASMHDC By-Laws.
Article 11
RULES
1. Any member must be 21 to hold an office.
2. Any member holding more than one office is only entitled to one vote.
3. There will be an auditing committee of two members appointed by the president to audit the books. The audit report will be given by the February meeting of the following year.
4. Anyone under the age of 18 must have a permit from parents to join the club for all activities.
5. ASMHDC members may bring friends or prospective members to one meeting. After one meeting, if they do not wish to join, they cannot attend the meetings.
6. Any appointed committee has to perform their duties to the best of their ability.
7. All members must respect the rights and property of others and abide by local, state and federal laws.
8. ASMHDC members will be suspended while participating in club activities for:
A. Drinking intoxicating beverage
B. Disorderly conduct
C. Abuse of horses or fellow members (physical , verbal, or written)
D. Suspension to be determined by majority vote of ASMHDC members
E. Decision is final.
Any non- members participating in ASMHDC events and activities may be asked to leave for:
A. Drinking intoxicating beverages
B. Disorderly conduct
C. Abuse of horses or fellow members (physical , verbal, and written)
D. Violators will be asked to leave the grounds by two ASMHDC members,
at least one being an ASMHDC elected officer.
E. Decision is final
Article 12
If at any time the All State Miniature Horse and Donkey Club should be discontinued a special meeting will be held in which all members shall receive notice. The desires of the members present at that meeting will be forwarded to all voting members. The members will determine the disbursement of the funds to a non-profit organization of their choice, after all debts owed by ASMHDC has been paid.
Article 13
When a motion is put on the floor, motion second, discussed and voted on, it becomes general order. ASMHDC general orders will be available for all ASMHDC meetings, club events and shows.
Article 14
Any show rules or By-laws not covered by ASMHDC will be covered by the current AMHR (American Miniature Horse Registry) rule book.
